These atomisers are guaranteed to work upon delivery, but due to the disposable element of them, they come without warranty.
For better wicking, remove the lowest silicon cap (of 3), and put it in backwards.
(The other 2 caps are not needed; and insert drip tip).
The backward cap trick probably became popular because people did it so you can then refill from a bottle and you don't need a syringe.
Now you can refill from bottle; (tilt it a bit, and let the juice run down the side, when you can see the top of the juice, it's full),
then push the lower cap back in backwards, and put the drip tip on, and you are ready to go.
